I don't know if I agree with this. So far public criticism hasn't been much of a deterrent at all.

Maybe, as an alternative, there should be a ranking among mods. Experienced mods are responsible for mentoring inexperienced mods for a period of time. During that apprenticeship, the inexperienced mod can't delete or edit without the mentor agreeing.
